Benazir Kafalat Program 2026-Registration Guide

The Benazir Kafalat Program has undergone a significant digital shift. The registration process is now strictly managed through the Dynamic NSER Survey, and the payment system has transitioned toward a Digital Wallet model to increase transparency and security.

The quarterly installment for 2026 has been increased to Rs. 13,500, with some beneficiaries receiving a total of Rs. 14,500 during the Ramzan cycle due to additional festive relief.

How to Register: The New “Dynamic Survey” Method

There is no direct online registration form for the Benazir Kafalat Program. To join, you must complete the NSER (National Socio-Economic Registry) Dynamic Survey at a physical center.

• Step 1: Initial Check – Send your CNIC to 8171 or check the 8171 Web Portal. If the status says “Survey Required” or “Not Registered,” proceed to Step 2.
• Step 2: Visit BISP Tehsil Office – Go to your nearest BISP office with your Original CNIC and children’s B-Forms.
• Step 3: Data Entry – An officer will conduct an interview regarding your household income, assets, and family size.
• Step 4: Biometric Verification – You must provide a thumbprint on-site to verify your identity with NADRA.
• Step 5: Confirmation – You will receive a confirmation SMS from 8171 once your poverty score (PMT) is calculated and your eligibility is confirmed.

8171 Online Verification Guide

Once you have completed the survey, you can track your application status anytime:

• Via Web Portal:
  1. Visit 8171.bisp.gov.pk.
  2. Enter your 13-digit CNIC.
  3. Enter the Captcha code shown.
  4. Click Submit to see if your status is “Eligible,” “Under Verification,” or “Payment Released.”
• Via SMS:
  • Send your CNIC (without dashes) to 8171. An automated reply will provide your latest status.

Eligibility Criteria for 2026

Criteria	Requirement
Household Income	Must be below the government-defined threshold (typically < Rs. 30,000–50,000).
Poverty Score (PMT)	Generally must be 32 or lower (30 for special new phases).
Employment	No household member should be a government employee.
Assets	Must not own large property, vehicles, or have a machine-readable passport.
Priority	Widows, divorced women, and persons with disabilities (PWDs) are prioritized.

New Digital Wallet System (2026 Update)

The government has launched the BISP Social Protection Wallet.

• What it is: A digital account linked to your CNIC.
• Benefit: Instead of waiting in long lines at campsites, your Rs. 13,500 payment is sent directly to this digital wallet.
• Withdrawal: You can withdraw cash from biometric-enabled ATMs of HBL or Bank Alfalah, or through authorized HBL Konnect agents.
