In 2026, the Benazir Income Support Programme (BISP) has launched the 8171 Social Protection Wallet, a major digital reform to replace physical cash distribution centers. This system allows beneficiaries to receive their quarterly Rs. 13,500 (plus any festive bonuses) directly into a mobile-linked digital account.
As of February 27, 2026, over 104,000 wallets have already been activated, and the government is distributing 2.4 million free SIM cards to facilitate this transition.
Features of the BISP Digital Wallet
- Direct Transfer: Funds are sent straight to your mobile wallet (e.g., JazzCash, EasyPaisa, or specialized bank-linked wallets).
- No Deductions: Eliminates the risk of agents taking unauthorized “fees” from your payment.
- Flexible Withdrawal: Cash can be withdrawn at any time from biometric-enabled ATMs (HBL/Bank Alfalah) or authorized retail agents.
- Real-time Alerts: You receive an immediate SMS from 8171 as soon as the government releases your funds.
How to Register for the Wallet (Step-by-Step)
The registration process requires a physical visit to ensure biometric security.
- Eligibility Check: First, verify your status by sending your CNIC to 8171 or visiting the 8171 Web Portal.
- Visit BISP Office: Go to your nearest BISP Tehsil Office or a designated “Social Protection Wallet” campsite.
- Document Submission: Bring your Original CNIC and your mobile phone.
- Note: The SIM must be registered in your own name. If you don’t have one, BISP is currently issuing free SIMs to eligible women.
- Biometric Verification: Provide your thumbprint for NADRA-linked biometric authentication.
- Account Activation: Once verified, the officer will link your CNIC to a digital wallet. You will receive a confirmation SMS from 8171 stating your wallet is active.
Eligibility Requirements
- Existing Beneficiaries: Priority is given to women already receiving Ehsaas Kafalat or BISP payments.
- New Applicants: Must first complete the NSER Dynamic Survey at a BISP office to determine their PMT (poverty) score.
- Verified SIM: Your mobile number must be biometrically verified and registered against the same CNIC used for BISP.

Troubleshooting Common Wallet Issues
| Issue | Solution |
| Payment Missing | Check 8171 portal. If it says “Released” but your wallet is empty, visit a BISP office for Wallet Reconciliation. |
| Biometric Failure | Visit a NADRA office to update your fingerprints or request Facial Recognition verification. |
| SIM Mismatch | Ensure the phone number in the BISP records is the same as your active SIM. If not, update it at the Tehsil office. |
Security Warning
- Free Service: Wallet registration and SIM issuance are 100% free. Report any agent asking for money.
- Official Code: Do not trust any message regarding your wallet that does not come from 8171.
- Personal PIN: Never share your wallet PIN or OTP with anyone, including BISP staff or bank representatives.
