If you are facing issues with your Rs. 13,500 installment or the Ramzan Relief payment in 2026, the BISP 8171 system has established several fast-track complaint channels.
As of February 26, 2026, the most common issues—such as biometric failure, illegal deductions, or “no record found”—can be resolved through the following official methods.
1. Report Illegal Deductions (Most Urgent)
If an agent or retailer has deducted any amount (e.g., Rs. 500 or Rs. 1,000) from your stipend:
- Official Helpline: Call 0800-26477 (Toll-Free).
- HBL/Bank Helpline: If using an HBL Konnect agent, call 111-000-425.
- Action: Provide the agent’s shop name, location, and the exact amount they deducted. BISP is currently blacklisting agents who charge fees in 2026.
2. Resolve Biometric Verification Failure
Many beneficiaries, especially elderly women, face “Fingerprint Mismatch” issues.
- New 2026 Procedure: Since January 20, 2026, NADRA has started issuing Facial Recognition Certificates.
- Steps:
- Visit a BISP Tehsil Office to get a “Biometric Failure” referral.
- Go to the nearest NADRA Registration Center.
- Pay a nominal fee (approx. Rs. 20) for a facial verification certificate.
- Submit this certificate back to the BISP office to trigger your payment manually.
3. Online Complaint Registration (Digital Portal)
For issues like “Account Blocked” or “Payment Not Received” despite being eligible:
- Web Portal: Visit the BISP Official Complaint Form (or the PSER portal for Punjab-specific issues).
- Details Needed: * Full Name and Father’s Name.
- 13-digit CNIC number.
- Mobile number registered on that CNIC.
- Nature of complaint (e.g., Biometric, Deduction, Profile Update).
- Tracking: You will receive a tracking ID to check the status of your complaint online.

4. Summary of Complaint Channels 2026
| Issue Type | Primary Contact / Method |
| Deduction by Agent | Call 0800-26477 immediately |
| Fingerprint Failure | Visit NADRA for Facial Verification |
| Account Blocked | Visit BISP Tehsil Office with original CNIC |
| Eligibility Dispute | Use 8171 Web Portal to re-check PMT score |
| Non-BISP (Ramzan) | Call 0800-02345 (Punjab Nigehban Helpline) |
5. Escalation: Wafaqi Mohtasib (Ombudsman)
If your issue is not resolved by BISP within 15 days, you can escalate it to the Federal Ombudsman:
- Portal: complaints.mohtasib.gov.pk
- App: Download the “Wafaqi Mohtasib” app from the Play Store.
- This is a free legal service to ensure government departments like BISP fulfill their duties.
Important Reminder: BISP officials or bank agents will never call you to ask for your OTP, PIN, or “registration fee” to release your blocked payment. Any such call is a scam.
