Eligibility Criteria: Who Can Apply?
To qualify for the 2026 phase of the Khud Mukhtar program, applicants must meet specific requirements:
- BISP Registration: The household must be an active beneficiary of the Benazir Kafaalat Program.
- Poverty Score: A low PMT score (typically below 32) as per the NSER database.
- Age Group: Primary focus is on married couples between 18 and 35 years of age.
- Residency: Must be a resident of one of the 13 selected districts, which include:
- Bahawalpur, Bahawalnagar, Bhakkar, DG Khan, Khushab, Kot Addu, Layyah, Lodhran, Mianwali, Muzaffargarh, Rahim Yar Khan, Rajanpur, and Taunsa.
How to Register & Apply (Step-by-Step)
- Verification: Check your BISP status by sending your CNIC to 8171. If you are a beneficiary and live in a target district, you are eligible to move forward.
- Visit Facilitation Center: Go to the nearest PHCIP/BISP Facilitation Center or the Social Welfare Office in your tehsil.
- Labor Market Readiness (LMR) Training: Before receiving the grant, you must attend a mandatory training session. This helps you choose the right business or asset (e.g., starting a grocery shop vs. livestock).
- Submission of Plan: After training, you will submit a simple business plan for the asset you want (e.g., “I want to open a tailoring shop”).
- Asset Transfer: Once approved, the government provides the physical asset (not cash) worth up to Rs. 150,000 to help you start earning.
Skills Training Categories (2026)
The program offers various vocational paths based on local market demand:
- Agriculture & Livestock: Modern farming and animal husbandry.
- Technical Skills: Mobile repairing, electrical wiring, and motor winding.
- Women Empowerment: Tailoring, embroidery, and beautician courses.
- Retail Management: Training on how to manage and grow a small “Karyana” (grocery) shop.
