1. How to Receive Your Rashan in 2026
The government has moved away from the old center-based collection. Here is how the 2026 system works:
- Doorstep Delivery: For the “Rashan Bag” (containing flour, ghee, sugar, etc.), the district administration uses verified data from the PSER survey to deliver supplies directly to your registered address. You must show your Original CNIC to the delivery team.
- The Nigehban Card (Cash): Most beneficiaries are now receiving a Nigehban ATM Card. If you have been approved, you can collect your card from your local Assistant Commissioner (AC) office or designated Union Council office if it hasn’t been delivered to you yet.
2. Nigehban Card Activation Centers
Once you receive your card, you cannot use it immediately. You must activate it at one of the 136 Activation Centers set up across Punjab.
- Where to go: Look for “Nigehban Card Facilitation Desks” at Tehsil Headquarters (THQ) or major Government Schools used as centers.
- What to bring: Your Nigehban Card, original CNIC, and the mobile phone with the SIM card registered in your name.
3. Ramzan Sahulat Bazaars
If you want to use your Nigehban Card for subsidized shopping (rather than withdrawing cash), the government has established Sahulat Bazaars.
- Locations: Usually set up in open grounds, “Model Bazaars,” or near Grain Markets (Galla Mandis) in every district.
- Benefit: Cardholders get an additional discount on 19 essential items including pulses, onions, and potatoes.
4. Support for “Record Not Found” Issues
If you are eligible but haven’t received a message or card, follow these steps:
- Call Helpline 1000: This is the new 2026 dedicated line for families missed during the initial survey.
- Visit UC Office: Every Union Council in Punjab has a “PSER Desktop” where you can verify if your address and phone number are updated.
- Check BISP Status: Since the Nigehban program uses BISP data, ensure your Kafalat status is active by visiting a BISP Tehsil office.

- No Private Agents: There are no private agents authorized to “speed up” your application for a fee.
- Biometric Verification: Always perform your thumb verification at official HBL Konnect or UBL Omni shops only.
