- Category: Must be a student, working professional, or small business owner.
- Documentation: * A valid motorcycle learner’s permit or driving license (mandatory for collection).
- Proof of employment (salary slip) or student enrollment (Student ID/Bonafide certificate).
- Recent electricity bill for address verification.
How to Apply Online (Step-by-Step)
The application process is centralized through the PAVE Online Portal.
- Register: Visit the official website: pave.gov.pk.
- Create Profile: Enter your CNIC, mobile number, and email.
- Choose Model: Select from approved EV manufacturers (e.g., Yadea, Vlektra, Crown, or OKLA). Note: Models with LiFePO4 (Lithium Iron Phosphate) batteries are highly recommended for 2026.
- Finance Type: Choose between Self-Finance (for the full subsidy) or Bank Lease (for interest-free installments).
- Submit: Upload your documents and submit the form.

Provincial “Pink” Variants (Sindh & Punjab)
While PAVE is a federal scheme, provincial governments have launched complementary programs:
- Sindh Pink Scooty: The Sindh government is distributing 1,000 free pink electric scooties in Phase 2 for women in Sukkur, Hyderabad, and Karachi via smta.sindh.gov.pk.
- Punjab E-Taxi: CM Punjab has just launched (Feb 26, 2026) an E-Taxi Scheme with a 30% women quota, where the government pays 60% of the down payment for female drivers.

The selection is made via computerized e-balloting.
- SMS Update: If you have already applied, check your inbox for a message from PAVE regarding “Self-Finance Pay Order” or “Bank Verification.”
- Verification: Successful candidates are typically notified within 10–14 days of the draw to finalize their bank account opening.
Pro-Tip: If you do not have a driving license, apply for a Learner’s Permit immediately at any City Traffic Police office. You can apply for the scheme with a learner’s permit, but you cannot collect the bike without a permanent license.
